Infiniteis a woman owned corporation and the federal government provides tax breaks for businesses that use woman owned companies in procuring materials and supplies. A second tax incentive reduces tax liabilities for companies using minorities that supply labor or services to a project funded with federal or state grants or loans.
The federal government passed the first laws offering legislative provisions encouraging woman-owned businesses under President Richard Nixon's administration. Nixon's Executive Order 11458, passed in 1969, created the Office of Minority Business Enterprise (OMBE). Two years later, he expanded the agency to provide grants and management assistance to minority businesses. Eventually, the federal government renamed the OMBE to the Minority Business Development Agency (MBDA) and shifted the agency's focus to providing funds rather than collecting information related to minority business opportunities.
Federal Tax Incentives
The earliest federal tax incentives for companies using businesses owned by woman passed in the 1970s, but the Small Business Act of 1953 used language encouraging the use of minority-owned companies in federal contract opportunities. The MBDA reported in 2010 a gap between the funding of minority and nonminority businesses. The agency claimed the disparity existed even after controlling for study factors, including the credit worthiness of both types of firms and the number of employees at both groups of companies. The amount and type of federal tax benefits given to businesses using minority contractors depends on the language of the specific program. The Department of Commerce certifies businesses as "minority business enterprises" under the requirements specified in S.560.036(2). This certification qualifies minority-owned businesses for special employment consideration and allows companies using the certified firms in contracts an opportunity to apply for special tax incentives, when available under the contract.
State Tax Incentives
While most states offer special training and networking for registered woman-owned businesses, some states, including California and Georgia, encourage minority firms to participate in municipal purchasing programs. The Official Code of Georgia Annotated Section 48.7.38 encourages the use of minority- and female-owned businesses by offering state income tax credits for subcontractors and contractors using minority businesses. The credits vary by program. Although states recognize the federal certification program, states, including Oklahoma, also offer independent state certification of minority business enterprises for use in state contract funding.
